Brazilian Participation in INSTINCT

The new services developed in INSTINCT for the European markets will aim to be accessible to as many potential consumers as possible. Consequently, the INSTINCT project can be viewed a tool for digital inclusion. In many developing countries fostering digital inclusion is a major aim of government. The Brazil participation in INSTINCT will bring a distinct view on fostering digital inclusion in a developing country, and will contribute experience in research applied to fostering economic activity in a developing county.

The Brazilian participation in phase 1 focuses on bringing research expertise to the project and creating a business-oriented connection between Europe and Latin America. The Brazilian participation in phases 2 and 3 will develop this connection into modern and advanced business links by the dissemination and implementation of INSTINCT results.

Building on the work developed in CISMUNDUS and its contribution to DVB-CBMS group, there is a real opportunity for Brazil to enter a phase of active co-operation and transfer of knowledge in view of a growing awareness of DVB technologies in Brazil and develop general and specific partnerships for next generation of technology and standards.

Therefore, the participation of the Brazilians in the INSTINCT has the following main objectives:

• Contribute to social and digital inclusion and democratisation of information access in Brazil and all other countries in Latin America by means of deploying next generation open technologies that will be fully assessed and for which knowledge is created and transferred in partnerships between Brazil and Europe.
• Enhance a kernel of research personnel in Brazil and other Latin American Countries through the improvement of the existing graduate programs, opening the doors for co-operation and mobility of highly skilled personnel.
• Open opportunities to create and share intellectual property rights arising in the course of the project development.
• Begin a process of continuous involvement in R&D projects to build long lasting relationships between European and Brazilian partners.This would hopefully lead, in the longer term, to partnerships between Brazil and Europe and therefore improve reciprocal market shares and production facilities.


The nature of the activities that will be developed by the Brazilian Partners covers the main directions of development of the project, as follows:

  1. Activities containing the main R&D developments
    Content, service and application aspects.
    Terminal and middleware aspects.
    Backbone aspects.
  2. Activity dedicated to dissemination and training, In particular, to the links
    with DVB and other relevant standardization groups (for example: MPEG).
  3. Activity focussed on setting the requirements and architectures for systems
    and services that can be developed with sustainable economic support.
  4. Finally, an activity dedicated to demonstrate in technical trials the integration
    of the system and concepts of service.
